It is a “set of congruent behaviors, attitudes, and policies that come together in a system, agency, or among professionals and enable that system, agency, or those professionals to work effectively in cross-cultural situations” (Cross, 1988, p. 13). It is not a new idea. It has been called “ethnic sensitive practice” (Devore & Schlesinger, 1981), “crosscultural awareness practice” and “ethnic competence” (Green, 1981), and “ethnic minority practice” (Lum, 1986) by human service providers.
